We are thrilled to share that Data In Motion has been commissioned by the Sovereign Tech Fund to modernize the OSGi ecosystem over the next 12 months.

Open source infrastructure underpins much of the software world, but it often goes underfunded. That is exactly the gap that the Sovereign Tech Agency was created to close, by using a range of dedicated programs, including the Sovereign Tech Fund. OSGi got selected as one of the technologies to be improved.

OSGi (Open Services Gateway initiative) is a mature, battle-tested framework for building modular Java applications. At its core, it solves a problem that every large Java project eventually runs into: as codebases grow, managing dependencies, versioning, and the lifecycle of components becomes a tangled mess. OSGi brings order to that complexity.

Where standard Java treats an application as a single monolithic classpath, OSGi introduces the concept of bundles - self-contained units of code that explicitly declare what they provide and what they need. The OSGi runtime manages these bundles dynamically: they can be installed, started, stopped, updated, and removed at runtime without restarting the entire application.

OSGi is the foundation beneath some of the most widely used Java platforms in the world — including the Eclipse IDE, Adobe Experience Manager, many enterprise application servers, and countless embedded and IoT systems. If you have used Eclipse or built on top of it, you have already relied on OSGi without necessarily knowing it.

We at Data In Motion are long-time contributors to the OSGi ecosystem, and are proud to have been commissioned to lead this effort to the next level. Together with the community (including the BNDtools project) we will coordinate work across several targeted improvement areas over the coming year.

Seit vergangener Woche gibt es von und für die Jenaer Dev-Community eine Fachgruppe rund um das Thema Open Source. Unter der Schirmherrschaft des Jena Digital e.V. ist das Ziel, sich gegenseitig zu vernetzen und das Thema Open Source in der Region und letztendlich auch als Standortfaktor voranzubringen.

Als langjährige Verfechter von Open Source-Software als Prinzip, digitale Lösungen im Sinne gesamtgesellschaftlichen Fortschritts zu entwickeln und mit unternehmerischem Handeln in Einklang zu bringen, freuen wir uns über die Initiative. Unser CEO Jürgen Albert hat sich bereit erklärt, als Sprecher die Organisation der Gruppe zu unterstützen und wir freuen uns über Interessierte, die teilnehmen wollen.

Welchen Wert hat Open Source?

Welche dieser 3 Aussagen über Open Source ist korrekt?

• Open Source hat einen geschätzten globalen Wert von ca. 8,8 Billionen US-Dollar
• Für rund 95% dieses Wertes sind nur etwa 3000 Entwickelnde weltweit verantwortlich
• Ohne Open Source-Komponenten müssten Unternehmen und Organisationen durchschnittlich 3,5x mehr für ihre Software ausgeben

Alle 3 Aussagen sind korrekt. Zu diesen Ergebnissen kam jüngst eine Studie an der Harvard Business School (Autoren: Manuel Hoffmann, Frank Nagle and Yanuo Zhou), die untersuchte, welchen ökonomischen Wert Open Source eigentlich hat.

Diese Zahlen illustrieren eindrucksvoll, dass frei lizensierte Software zwar nichts kostet, aber keineswegs umsonst ist. Ohne ihre Pflege würden viele Softwareanwendungen, angefangen bei großen Services wie Google oder Amazon, nicht funktionieren. Die Studie kommt auch zu dem Ergebnis, dass in 96% aller Code Bases zumindest Open Source-Komponenten enthalten sind.

Umso wichtiger ist es, die Pflege dieses Gemeingutes aktiv zu unterstützen. Während Organisationen wie z.B. die Eclipse Foundation Strukturen bereitstellen und verwalten, auf deren Grundlage Unternehmen, öffentliche Organisationen, NGOs und Einzelentwickelnde Open Source-Projekte pflegen und voranbringen können, ist vor allem die öffentliche Hand in der Pflicht im Rahmen von Förderprogrammen und Ausschreibungen auf Open Source zu setzen, um gesamtgesellschaftlichen Mehrwert zu schaffen und gerade in Zeiten der Digitalisierung ökonomisch nachhaltige Lösungen zu entwickeln. Diese sind schließlich auch ein Schlüssel zur viel beschworenen digitalen Souveränität.

Which of these 3 statements about open source is true?

• Open source has an estimated global value of around 8.8 trillion US dollars
• Only around 3000 developers worldwide are responsible for around 95% of this value
• Without open source components, companies and organizations would have to spend an average of 3.5 times more on their software

All 3 statements are correct. These were the findings of a recent study at Harvard Business School (authors: Manuel Hoffmann, Frank Nagle and Yanuo Zhou), which investigated the actual economic value of open source.

These figures impressively illustrate that although freely licensed software costs nothing, it is by no means free. Without its maintenance, many software applications, starting with large services such as Google or Amazon, would not work. The study also comes to the conclusion that 96% of all code bases contain at least open source components.

This makes it all the more important to actively support the maintenance of this common good. While organizations such as the Eclipse Foundation provide and manage structures on the basis of which companies, public organizations, NGOs and individual developers can maintain and promote open source projects, the public sector in particular has a responsibility to focus on open source as part of funding programmes and tenders in order to create added value for society as a whole and to develop economically sustainable solutions, especially in times of digitalization. After all, these are also a key to the much-vaunted digital sovereignty.

Die Analyse ist deutlich - wir müssen mehr Open Source in der öffentlichen Verwaltung wagen. Darüber haben passenderweise Mark Hoffmann und Juergen Albert am Mittwoch auf dem Digitalen Staat zusammen mit Leonhard Kugler vom ZenDiS und Michael Plagge (Eclipse Foundation) diskutiert. Zusammen mit dem Praxisbeispiel unserer Arbeit mit der Stadt Jena hat sich gezeigt, dass Open Source eine echte Alternative zu proprietärer Software darstellt und oft auch langfristig finanzielle Vorteile für die öffentliche Hand und die Gesellschaft insgesamt mit sich bringt. Wir hoffen, dass mehr Kommunen und Behörden den immer zahlreicher werdenden Beispielen folgen und bei ihren Digitalisierungs- und IT-Projekten auf Open Source setzen.

Open source as key to digital sovereignty

How can public administration free itself from dependence on individual corporations? And what does this have to do with Germany’s digital sovereignty? netzpolitik.org published an exciting article about this last week.

The analysis is clear - we need to dare to use more open source in public administration. Fittingly, Mark Hoffmann and Jürgen Albert discussed this with Leonhard Kugler from ZenDiS and Michael Plagge (Eclipse Foundation) at the Digitaler Staat last Wednesday. Together with the practical example of our projects with the city of Jena, it was shown that open source is a real alternative to proprietary software and often also brings long-term financial benefits for the public sector and society as a whole. We hope that more public institutions and authorities will follow the growing number of examples and rely on open source for their digitalization and IT projects.

Die digitale Transformation der öffentlichen Verwaltung ist eine der zentralen Herausforderungen unserer Zeit. Lösungen müssen modular und erweiterbar sein, um langfristigen Nutzen für Bürger:innen zu entfalten und die Arbeit der Verwaltungsbeschäftigten zu erleichtern. Open Source bietet dabei viele Vorteile, ist oft auch schon Bestandteil öffentlicher Ausschreibungen und stellt sicher, dass Steuergelder auch nachhaltig dem Gemeinwohl zugute kommen. Dennoch schrecken viele Entscheider:innen nach wie vor davor zurück und setzen auf proprietäre Lösungen.

Um diese Vorbehalte auszuräumen, sprechen Jürgen Albert und Mark Hoffmann auf dem Fachkongress Digitaler Staat (19. März) auf großer Bühne über die Chancen und Vorteile, die Open Source bietet. Zusammen mit Michael Plagge (Eclipse Foundation), Martin Berger (Stadt Jena) und Leonhard Kugler (Zentrum für Digitale Souveränität) beleuchten sie den Status Quo von Open Source in Deutschland, berichten von erfolgreichen Best Practice-Beispielen und richten den Blick in die Zukunft und auf die Art, wie Open Source die Digitalisierung der Verwaltung auf allen Ebenen bereichern kann.

Der jährlich stattfindende Digitale Staat Kongress ist die größte und etablierteste Fachveranstaltung zu den Themen IT und Digitale Verwaltung und findet am 18. und 19. März in Berlin statt. Interessierte können am 19. März um 14 Uhr zum Fachforum “Open Source, ein Gewinn für alle!” im Raum Opal des Vienna House (Landsberger Allee 106, 10389 Berlin) die Podiumsdiskussion verfolgen. Fragen sind erwünscht und auch nach der Veranstaltung stehen unsere Experten für interessierten Austausch zur Verfügung.

Digital Government and Open Source?

The digital transformation of public administration is one of the key challenges of our time. Solutions often need to be modular and expandable in order to deliver long-term benefits for citizens and make the work of administrative staff easier. Open source offers many advantages, is often already part of public tenders and ensures that taxpayers’ money benefits the common good in the long run. Nevertheless, many decision-makers still shy away from this and rely on proprietary solutions.

To dispel these reservations, Jürgen Albert and Mark Hoffmann will be speaking on the big stage at the Digital State Congress (March 19) about the opportunities and benefits offered by open source. Together with Michael Plagge (Eclipse Foundation), Martin Berger (City of Jena) and Leonhard Kugler (Centre for Digital Sovereignty), they will shed light on the status quo of open source in Germany, report on successful examples of best practice and look to the future and how open source can enrich the digitalization of administration at all levels.

The annual Digital State Congress is the largest and most established conference on IT and digital administration and will take place in Berlin on March 18 and 19. Interested parties can follow the panel discussion on March 19 at 2 p.m. at the expert panel “Open Source, a win for everyone!” in the Opal room of Vienna House (Landsberger Allee 106, 10389 Berlin). Smart City Expo World Congress 2024 - We will be there!

Just back from #OCX24 and it’s already on to the next big event! This year’s SCEWC will take place in Barcelona from November 5 to 7. For us, participating as an exhibitor at this world-leading event for intelligent and sustainable urban development means active commitment for making cities around the world better and fit for the future with intelligent solutions.

We are delighted to be able to present our smart city solutions to a large audience. Together with the City of Jena, we will be demonstrating our current prototype for the Urban Data Platform. We will show how municipal administrations can use intelligent data modeling and our low-code interface to implement a wide range of use cases, such as municipal soil moisture monitoring and management. Our solutions consist of 100% open source components.
